منذ إنطلاق الأجهزة الرقمية والتكنولوجيا الحديثة كان هناك مبدأً واضحًا في تقديري وهو أن تلك التكنولوجيا والتقنيات ليست حِكرًا على فئة دون أخرى وأن التكنولوجيا وُجدت لُتسهل حياة كل الأفراد بدون تمييز بل بالنسبة لذوي الإعاقة فإني أعتبر التكنولوجيا هي الضمانة الوحيدة لتمكينهم فى كافة نواحي الحياة، وبإختصار شديد وبدون الدخول في تفاصيل معنى مصطلح “تمكين” يمكن القول أن التكنولوجيا تؤهل ذوي الإعاقة وتساعدهم من أجل الحصول على حقوقهم فى الدمج داخل المجتمع.

فعلى مدار تطور كل من الأجهزة الرقمية والتكنولوجية دائمًا ما كان هناك ما يُثبت أنها متاحة لجميع الفئات، فمثلًا إذا نظرنا إلى أصغر تلك الأجهزة الرقمية وأقدمها “الآلة الحاسبة” سوف نجد أنه فى بدايتها كان هناك علامة بارزة فى الرقم 5 الذى يتوسط الأرقام مما يساعد فاقدي البصر على معرفة أماكن باقي الأرقام بسهولة حتى تطورت وظهر منها الآلات الناطقة والتي لا تساعد فقط ذوي الإعاقة البصرية ولكن أيضًا الأُميين لكي يصبح من السهل على أي إنسان إستخدامها فى حياته اليومية.

وظهرت هذه الخاصية أيضًا في الهواتف فمع بداية ظهور الهاتف الأرضى “القرص” كان هناك علامة مميزة بجوار دائرة الرقم 5 من أجل أن تجعل الجهاز أكثر قابلية للإستخدام من قِبل الأشخاص فاقدي البصر وضعافه وحتى عندما تطورت الهواتف بشكل كبير وسريع لكى تواكب التطور التكنولوجى الهائل ظلت الهواتف الأرضية تراعى تلك الخاصية مع كل تطور يطرأ عليها.

وعندما ظهرت الهواتف المحمولة عملت أيضًا على مراعاة مبدأ عدم الاحتكار لفئة دون أخرى فمنذ اللحظة الأولى لم تكن تقتصر على العلامة المميزة فى الرقم 5، بل ظهرت العديد من الخصائص الأخرى مثل إختيار أهم 10 أشخاص بالنسبة لك فى قائمة الأصدقاء، وتعيين رقم معين لكل منهم بمجرد الضغط عليه يتم الإتصال بالشخص الذي تريده بشكل تلقائي، ثم ظهرت بعد ذلك خدمة “بصمة الصوت” والتى تُمكّن المستخدم من إجراء المكالمات الهاتفية بمجرد نطق الإسم الموجود فى جهات الاتصال فيتم تكراره آليًا للتأكُد منه ثم إجراء عملية الاتصال بشكل مباشر .. حتى وصلنا الآن إلى ظهور تطبيقات قراءة الشاشة للهواتف المحمولة.

بل أن التطور التكنولوجي السريع مكّن الأشخاص ذوي الإعاقة في المُطلق بمختلف الإعاقات من إستخدام أجهزة الهواتف الذكية والحواسب الآلية عن طريق العديد من التطبيقات التى سنتطرق لها بالتفصيل في مواضيع قادمة إن شاء الله.

أما عن الحواسب الآلية سواء الشخصى منها أو المحمول فقد راعت أيضًا نفس المبدأ منذ اللحظة الأولى لظهورها، فعلى غرار الرقم 5 يوجد فى لوحة المفاتيح علامات بارزة عند الحرفين F، J يتوسطان لوحة المفاتيح، بالإضافة إلى أنهما محورا العديد من الكلمات ولهما أهميتهم البالغة عند الكتابة، أما عن الشق الخاص بأنظمة التشغيل المختلفة فهناك العديد من المميزات التى راعت متطلبات ذوي الإعاقة عمومًا ويعتبر ذوي الإعاقة البصرية هُم الأوفر حظًا نتيجة إلى أن تلك الإعاقة هي الأكثر تعقيدًا من ناحية التعامل مع التقنيات والتكنولوجيا الحديثة لإعتبارات عدة سنتطرق لها أيضًا فيما بعد بالتفصيل.

وإذا تحدثنا عن التقنيات والتكنولوجيا الحديثة المعتمدة على مبدأ المساواة بين جميع الفئات فيجب أن نشير إلى عالم الانترنت الواسع بشكله الحالى ولن أكون مبالغًا حين أقول أنه يتطور كل ساعة لكى يستطيع أن يُراعي حق الإتاحة للجميع فمثلًا من أهم معايير الانترنت للمواقع الإليكترونية المختلفة هو معيار قابلية الاستخدام للجميع على إختلاف طبائعهم.

هذه فقط نظرة عامة على التكنولوجيا والتقنيات الحديثة وتطورها السريع مع مراعتها للمعادلة الصعبة، الأروع وهى أن تجعل التكنولوجيا ليست حكرًا على فئة أو طبقة معينة لإدراكهم أنها الضمان الحقيقى لتمكين ذوى الاعاقة فى كافة المجالات.
